O Appendix A NOTICE OF VIOLATION Wisconsin Electric Power Company Docket No. 50-266 As a result of the inspection conducted on December 1-31, 1980, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:
Technical Specification 15.6.8.1, states in part: "The plant shall be operated and maintained in accordance with approved procedures." One such procedure RP-1C, refueling, requires in paragraph 3.10, "if the loading operation is interrupted for more than four hours new normalized baseline data shall be taken before loading is resumed."
Contrary to the above, at 7:30 p.m. on December 6, 1980, loading was interrupted due to a manipulator malfunction. At 2:11 a.m. on December 7,
- 1980, loading was resumed without taking new normalized baseline data.
This is a Severity Level VI violation (Supplement I).
