Docket No. 50-312 Special Report

Dear Mr. Engelken:

In accordance with Technical Specifications for Rancho Seco Nuclear Generating Station, Section 6.9.5E, the Sacramento Municipal Utility District is hereby submitting a special report concerning the status of inoperable fire protection equipment.

On February 6, 1981, the automatic initiation logic for the motor-driven fire pump, P-440, was defeated. The pump, located at the plant cooling water intake structure, normally has its suction end sub-merged. Hewever, during the present refueling outage, the circulating water system, cooling tower b sins and associated intake structures have been drained. These were drained to facilitate cleaning of the cooling tower basins and effect repairs to the circulating water intake canal. Since suction for the pump is not immediately available, the automatic initiation was defeated to preclude an auto-start which would result in equipment damage.

The diesel-driven fire pump, P-996, which takes suction from the canal-reservoir pipeline (independent of the circulating water system),

is fully operable. Additionally, the motor-driven pump, although its auto-start capability is defeated, can be placed in service manually if necessary. A Special Order has been written with specific instructions on manually placing the pump in service with the circulating water system drained. This Special Order to operations personnel will remain in effect until repairs have been cc-nleted, the circulating water system is filled and the automatic initiation logic is restored to the pump.

Assuming no unforeseen delays, the pump should be fully operable no later than March 31, 1981.
