Dear Mr. Seyfrit:

During a telephone conversation on July 24, 1980, with Mr. Hickle and Mr. Mehaffey of the Omaha Public Power Dist.rict, Mr. MacDonald of the Commission's staff requested documentation of the District's quality controls for work performed in response to IE Bulletin 79-01B.

The District believes the procedures described below ensured the response to be accurate and of high quality.

The District employed consultants to perform the tasks required in developing the bulletin response.

The consultants assigned to this task were people used by the District in the past with a high level of en-gineering expertise.

The task was performed in four steps.

First, a detailed review of facility piping and instrumentation diagrams (P&ID's) was performed to develop a master list of all class IE equipment that could be exposed to a severe environment.

The second step was to identify, through purchase orders and specifications, the model and vendor of each component on the master list.

The third step was in-plant field verification of the master list and vendor /model inform-a tion.

The final step consisted of verifying the vendor specificaticro against the IEEE standard criteria and preparing the response.

Each step was completed separately and received an independent technical review by the District's engineering staff. An extensive review was conducted on the final response package.

This final review for tech-nical accuracy and completeness required sign-off approval through various levels of management in the District's engineering staff, in accordance with the District's normal review process.

Because of these measures, the District is confident thn the response to IE Bulletin 79-01B provided to the Commission is accurate and complete.
