REQUEST FOR ADDITIONAL INFORMATION UPDATE OF REACTOR COOLANT SYSTEM HEATUP AND COOLDOWN PRESSURE-TEMPERATURE LIMITATIONS FIGURES FOR SUBSEQUENT LICENSE RENEWAL PALO VERDE NUCLEAR GENERATING STATION, UNIT 1 VIRGINIA ELECTRIC AND POWER COMPANY DOCKET NOS. 50-280 AND 50-281 By letter dated September 19, 2019 (Agencywide Document Access and Management System (ADAMS) Accession Number ML19269B775) Virginia Electric and Power Company (VEPC, the licensee) submitted a license amendment request (LAR) to revise Technical Specifications (TS) 3.4.3, [Reactor Coolant System] Pressure and Temperature Limits, for Surry Power Station (SPS), Units 1 and 2. Specifically, the licensee proposed to: 1) update the cumulative core burnup applicability limit (Effective Full Power Years; EFPY) from 48 to 68 EFPY, and 2) revise and relocate the limiting material property basis from the TS figures to the TS Basis. The licensee proposed that the 48-EFPY pressure-temperature (P-T) limits were acceptable for operation out to 68 EFPY. The licensees analysis providing the technical basis for their proposal is found in WCAP-18242 (ADAMS Accession No. ML18085A161) and WCAP-18243 (ADAMS Accession No. ML18085A161).
To complete its evaluation, the NRC staff requests additional information as follows.
- 1. The licensees technical basis for demonstrating the acceptability of the 48-EFPY P-T curves for 68 EFPY is documented in WCAP-18242 and WCAP-18243. The licensee submitted as part of the SLR application WCAP-18242, Rev. 0, and WCAP-18243, Rev.
0 (see ADAMS Accession Nos. ML18085A161 and ML18085A164, respectively). The licensees TS LAR references WCAP-18242, Rev. 2, and WCAP-18243, Rev. 3. The staff requests that the licensee provide the latest versions of WCAP-18242 and WCAP-18243 to be made publicly available in ADAMS.
