20555 Docket No. 50-139 Ret Security Plan and Emergency Plan

Dear Mr. Michsels:

l The-purpose of this letter is to notify the Nuclear i

Regulatory Commission for termination of the present

'i security plan for.the University of Washington Nuclear 7

Reactor (Reactor License R-73) as of this date.

The last of the reactor fuel was shipped of f-site to the Idaho Cl.amical

, Processing Plant on February 14, 1990.

With no reactor fuel to protect at the facility, the security plan should be terminated.

He have been advised by a Region V Inspector that we can terminate the security plan by this letter.

7 As:specified in 10CFR73.6(c) we are exempt from the requirements for a security plan as our possession inventory is less than 350 grams of-SNM.

Als o. 10CFR7 3. 67 b (1) (ii) l exempted the Pu-Be sources from our-current recurity plan.

With the Pu-Be sources being exempted, our present reportable inventory of SNM is less than 2 grams.

With this amount of SNM on-site, our present security plan is no longer required.

The present inventory of SNM material at the University of Washington Nuclear Reactor Building consists of the following items:

Five 1 Curie Pu-Bo sources containing 80 l

grams'of Pu. one 2 Curie Pu-Be source containing 32 grams Pp. Westinghouse fission detector containing 1.72 grams U-

+

-235 and General, Electric fission detectors containing 0.0023 grams of U-235.

This material is currently held under NRC License SUM-108.

The f acility will maintain access control to the storage area for the SNM at the facility.

As we have no fuel on site and cannot operate the reactor.

[

we do not have a facility that requires a emergency response plan.

The emergency response plan, should therefore be terminated as of this date.
