In response to Generic Letter (GL) 89 07, a new Safeguards Contingency Threat i

Situation (SCTS) B1-B was introduced in Safeguards Contingency Plan (SCP), Revision 7.

SONGS Security, in coordination with Facilities Management, recently conducted a security drill implementing SCTS B1-B. This drill used the SCP guidance and l

)rocedures which were-developed to meet the requirements GL 89 07, and described in L

Revision 7 to the SCP. Actual drill performance confirmed the adequacy and ap)1icability of the SCE short term contingency plan for defence against a surface velicle bomb.

Several " lessons learned" during the conduct and critique of this i

drill have been incorporated into Revision 8.

Accordingly, enclosed are four copies of Revision 8, plan textual changes, for review.

Two copies are also forwarded by this letter to the Regional Administrator, NRC, Region V.

The changes described in the enclosure and its attachments do not decrease the i

l safeguards effectiveness of this plan.

The attachment to the enclosure contains " Safeguards Information" and must-be protected under 10 CFR 73.21.
