This letter forwards the final Peach Bottom Atomic Power Station SALP Report
(Enclosure 1)'for the period August 1, 1988 through June 30, 1989. The SALP
Board Report was initially forwarded to you by our September 7,1989 letter
(Enclosure 2) and our evaluation was discussed with Mr. J. Paquette, yourself
and members of your staff at a meeting on September 18, 1989,'. at your Conference
Center in Delta, Pennsylvania.
Based upon the discussions at that meeting and
.your written response (Enclosure 3), we concluded that.no substantive changes

to the original'SALP Boerd Report were warranted. One editorial change _was
made.
Our overall assessment indicated effective management oversight and involvement
'resulting in continued improvement in performance in several functional areas.-
Most noteworthy was the significant turnaround in. performance in the security
and safeguards area.
-As discussed at the SALP management meeting and again at the October 23,.1989
meeting referenced in your SALP response, we acknowledge your efforts and/or
plans to improve the identified weaknesses noted in our assessment. This

includes your plans to improve the training-facilities and your efforts to
improve performance in the area of emergency preparedness corporate support.
No reply to this letter is required._ Your actions in-response to the NRC
