The Comittee prepared a report on the Emergency Plan for Full-Power Operation of the Seabrook Station, linit 1 (Report. to Chairman Carr dated September 13, 1989)

The CSamittee prepared a report on the Electric Power Lesearch Institute Advanced Light-Water Reactor Requirements Docurent (Report to Chairman Carr dated September 12,1989)

- The Committee prepared a report on the Proposed Resolution of Generic Issue l.

" Nuclear Power Plant Design for Reduction of Vulnerability to Industrial Sabotage" (Report to Chairman Carr dated September 12, 1989)

0THER ACTIONS, AGREEMENTS, ASSIGNMENTS, AND REQUESTS-3 The Committee will meet with Dr. Beckjord. Director of RES, during the October 5-7, 1989 meeting to discuss 1tems of mutual interest.

Four plants (0yster Creek. Dresden 2, San Onofre 1, and Palisa' des) remain to be converted from POLS to FOLs. The Committee agreed to review these license conversions.

The former SEP Subcomittee will be reconstituted to handle i

these reviews with Dr. Siess as the Chainnan.

Since the last report of ACRS activities, the following subconunittee meetings have been held:

Seabrook Nuclear Power Plast Unit 1 August 17, 1989 - The Subcomittee discussed emergency plans for the full power operation of the Seabrook i

Nuclear Power Plant.

Regional Programs, August 29-30, 1989 -

The Subcomittee met with NRC personnel from the Region I office and discussed the activities of this office.

The joint subcommittees discussed proposals of the NRC staff and industry

-groups for evaluating external events in the IPE program.

FUTURE AGENDA The Consnittee agreed to the following tentative schedule for the October 5-7, 1989-ACRS meeting:

Maintenance of Nuclear Power Plants - Complete review and report on proposed NkG Policy statement on maintenance programs for nuclear power plants.

Definition of " Adequate Protection" - Discuss and report on proposed ACRS-NRC staff positions regarding the definition of adequate protection related to implementation of the NRC safety goals.

Generic Issue 135, " Steam Generator and Steam Line Overfill Issueg - Review and report on proposed NRC statt resolution of this generic issue.

l Generic Issue B-56, " Diesel Reliability" - Review and report on proposed NRC staff resolution of this generic issue.

Generic Issue 87, " Failure of HPCI Steam Line Without Isolation" - Review and report on proposed resolution of this generic issue and the performance of other valves in nuclear power plants.

Standardized Nuclear Plants CANDU Briefing regarding proposed design of l

the CANDU-3 reactors.

Meeting with NRC Director of Research - Discuss items of mutual interest, including status of action of the NAS report on revitalizing the research program, impact of budget reductions on the NRC program, and diversity of views and contractors in the research effort.
