This letter transmits the findings of a special team ir.spection by Mr. L.

Doerflein and other members of the NRC Region 1 Office and Headquarters on

November 13 through 17, 1989, at the Peach Bottom Atomic Power Station, Delta,

Pennsylvania. The purpose of the inspection was to determine your readiness to

restart the Unit 3 Peach Bottom Atomic Power Station following an extended

outage. . A summary of the findings was discussed with Mr. D. M. Smith'and other'

members of your staff at.the conclusion of the inspection.

,

Overall, 'the' team concluded 'that the plant personnel and equipmen.; were either

ready for restart or the necessary processes, tracking systems, and management

oversight were in place to ensure the remaining required items were resolved.

prior to restart. The team noted good management oversight a9d involvement in-

restart activities. One area- that needs continued managemen*. attention is _the

ongoing effort to reduce the number of equipment problems ir the control room.
