i APPLICATION FOR AMENDMENT 0F OPERATING LICENSE ,

H Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regulatory Commission ("the Commission"), Omaha Public Power District, holder of facility Operating License No. DPR-40, herewith requests that 7 the Technical Specifications set forth in Appendix A to that License be !

i amended to change the Limiting Conditions for Operation of the Auxiliary ,

feedwater System._ f The proposed changes in Technical Specifications are discussed in j L Attachment A to this Application.- A Discussion, Justification and no ,

Significant Hazards Consideration Analysis, which demonstrates that the proposed changes do not' involve significant hazards considerations, is appended in Attachment B. The proposed changes _in specifications would not authorize any change in the types or any increase in the amounts of

p 1 2.5 Steam and Feedvater Systems I Applicability I !

L Applies- to the operating status of the steam and feedvater systems. j f

P Objective

i. i e= To define certain' conditions for the steam and feedvater system 1 f

p necessary to assure adequate decay heat removal.

L i , Specifications ;

The reactor coolant shall not be heated about 3000F unless the i folleving conditions are mett

t. .

(1) Both ' auxiliary feedvater pumps are operable. One of the -

auxiliary feedvater pumps may be inoperable for 2h hours o provided that the redundant component shall be tested to demonstrate operability.

{

(0) . A minimum of 55,000 gallons of water in the emergency.

feedvater storage tank and a backup vater supply to the ;i

 • emergency feedvater storage tank from the Missouri. River

, p. by the fire water system.

{ l. ~

(3) All valves, interlocks and piping associated with the j

 • 1bove~ components regyired to function during accident j conditions are operable. Manual valves that could inter-rupt auxiliary feedvater flow to the steam generators I chall be locked'in the required position to ensure a :

flow path to the steam generators.

(k) The main steam stop valves are operable and capable of.

closing in four seconds or less under no-flow conditions.

j Basin ;

A reactor shutdown from power requires a removal of core de. cay heat. Immediate decay heat removal requirements are normally ;

natisfied by the steam bypass to the condenser. Therefore. '

core decay heat.can be continuously dissipated via the steam _;

byptss to the. condenser as long as feedvater to the steam :

cenerator is available. Normally, the capability to supply feedvater to the steam generators is provided by operation ,

or the; turbine cycle feedvater system. In the unlikely event

'of complete loss of electrical 'pover to the station, decay -

heat: removal is by steam discharge to the atmosphere via the main steam safety and atmospheric dump valves. Either auxi-l liary feedvater. pump can supply sufficient feedvater for re- ;

ment of decay heat from the plant. The minimum amount of l<h ' water in the emergency feedvater storage tank is the amount- ,

noeced for 8 hours9.259259e-5 days
0.00222 hours
1.322751e-5 weeks
3.044e-6 months
of such operation. The tank can e nupplied with water from the fire protection system.1)re-1 Amendment No. h9 2-28 I
