Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regulatory Commission ("the Commission"), Omaha Public Power District, holder of facility Operating License No. DPR-40, herewith requests that 7

the Technical Specifications set forth in Appendix A to that License be i

amended to change the Limiting Conditions for Operation of the Auxiliary feedwater System._

f The proposed changes in Technical Specifications are discussed in j

L Attachment A to this Application.- A Discussion, Justification and no Significant Hazards Consideration Analysis, which demonstrates that the proposed changes do not' involve significant hazards considerations, is appended in Attachment B.

not authorize any change in the types or any increase in the amounts of

effluents or a change in the authorized power level of the facility.

core decay heat.can be continuously dissipated via the steam byptss to the. condenser as long as feedvater to the steam cenerator is available. Normally, the capability to supply feedvater to the steam generators is provided by operation or the; turbine cycle feedvater system.

In the unlikely event

heat: removal is by steam discharge to the atmosphere via the main steam safety and atmospheric dump valves.

Either auxi-l liary feedvater. pump can supply sufficient feedvater for re-l<h ment of decay heat from the plant. The minimum amount of i '
