This refers to the routine safety inspection conducted by P. R. Rescheske and

V.-P. Lougheed of:this office on January 16-31, 1990, of activities at the
Braidwood Nuclear Power Station Units 1 and 2, authorized by NRC Operating
w
. Licenses No. NPF-72 and NPF-77, and to the discussion of our findings with
Mr. K..L. Kofron and others of your staff at the conclusion of the inspection.

The-inspecti'>n focused on the modifications and design changes implemented
during the Unit 1 refuel outage. Also included in this' inspection was a review
of the program for controlling temporary plant alterations. The enclosed copy
of our inspection report identifies areas examined during the inspection.
.
Within these. areas, the-inspection consisted of a selective examination of
procedures and representative records, observations, and interviews with
personnel.

During this inspection, certain of your activities appeared to be in violation
-of NRC requirements, as specified in the enclosed Notice. A written response
tis required.
Violations were identified for failure to provide design control
,
!
' measures for temporary alterations, commensurate with those applied to the
i

' original design;-and for failure to update a surveillance procedure affected
t
by a modification, which resulted in not satisfying a Technical Specification
surveillance requirement. Regarding the first violation,-your response-should
!
address the adequacy of your temporary alteration program in establishing and
controlling the design of all. temporary alterations, and in establishing the
suitability of materials and parts used in safety-related applications. Your
response should also include an evaluation of the acceptability of installed
Teeporary Alteration 88-1-019.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
thislletter, the enclosures, and your response to this letter will be placed
in-the NRC Public Document Room.
