-PEACH BOTTOM ATOMIC POWER STATION, UNIT NO. 2 During surveillance' testing performed on' February 12, 1990,-the licensee identified a-failed electrical circuit-for the solenoid valve associated with one of the five Automatic Depressurization System (ADS) valves. The licensee-believes there may.be a. failed winding 11n the solenoid valve.which is located 1
inside the drywell? Plant shutdown is necessary to fix the valve.: The licensee has determined that this condition existed during-surveillance testing conducted' on February 7, 1990, and that the ADS valve was inoperable at that1 time.
Facility 1 Technical Specifications-(TS) allow seven days of operation with one
-valve' inoperable, after. which the unit -is required to be shutdown and to be at

~By11etter_ dated February 14, 1990, the licensee requested Lrelief from TS 3.5.E.2 to allow continued operation with one1 inoperable ADS valve. The o
proposed license amendment involving an interim TS change would allow a'one-time extension of.the.seven day allowed: outage time to 11:59 pm on March 3, 1990, prov_ided the reactor core isolation cooling (RCIC) system remains operable.-
The NRC staff has concluded a preliminary review of the licensee's request _ and agrees that a plant, shutdown to fix:the:inopecable ADS valve is unnecessary
- prior-to' the mid-cycle outage which is scheduled to begin' on March 3,1990.
The licensee. discussed the availability of:the high pressure coolant injection system to respond' to a small break loss-of-coolant-accident (SBLOCA), and i 9
"results'of realistic,;best estimate calculations which indicate that three ADS d

valves'(whichassumesanadditionalADSvalvefailure)wouldbesufficientto fulfill the ADS safety function.
In addition, the condition requiring continued-0perability of the -RCIC system provides some reasonable assurance that
