r ENCLOSURE 1 NOTICE OF VIOLATION
' Carolina Power and Light Company Docket No. 50-325 i
. Brunswick 1 License No. DPR-71 During_ the Nuclear Regulatory Commission (NRC) inspection conducted on December 1,1989 -' January 5,11990, violations of NRC requirements were-identified.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix _C (1989), the violations are listed below:
A.
Technical Specification 6.8.1.a requires that written procedures be implemented covering the activities recommended in Appendix A of

Regulatory Guide 1.33, November 1972. Appendix A. Section: A-3, recommends q
. procedures for equipment control (i.e., locking and tagging).

Revision 30, the note after step 5.3.3.8, requires a mandatory research of plant drawings be completed to determine a clearance's effect on plant j
equipment. v Contrary to the above, written procedures were not adequately implemented in that, on January 2,1990, research of plant drawings was not completed for clearance ~1-002 for'the RCIC system. This resulted in an inadvertent 1
disabling of the HPCI system for two minutes.

This is a repeat violation.
B.
10L CFR 50.9(a) requires that information provided to the Commission-by a licensee shall be complete and accurate in all material respects.
Contrary to the above, information provided by the licensee was not accurate in all material respects in that in a-Response to Violation dated October. 23, 1989 to Violation "G" of Notice of Violation dated September 22, 1989, the licensee stated that the Surveillance Test Scheduling System was annotated to schedule the Standby Liquid Control System's relief valve surveillance during an outage.
As of December 19, y
1989, the Surveillance Test Scheduling System had not been annotated as stated.
This is a Severity Level IV violation (Supplement VII).

Notice.
This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation:
(1) admission or denial of the violation, (2) the resson for the violation if admitted, (3) the corrective
. steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending the response time.
If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken.
