SECY-89-355 - PROPOSED LICENSE, UNDER 10 CFR PART 72, FOR DRY CONCRETE MODULE STORAGE OF SPENT FUEL AT DUKE POWER COMPANY'S (DPC'S) OCONEE NUCLEAR 1

This is to advise you that the commission (with all Commissioners agreeing) has approved the issuance of the proposed license to Duke Power Company.
Accordingly, the staff may proceed to issue the license.
The Commission also requests that the staff inforn the Commission of Duke Power Company's decommissioning plan after it has been I
received and reviewed by the staff.

Section~2.2.5.2 of the SER indicates that the ISFSI training requirements will be incorporated into the Oconee training program but it does not indicate whether the-details of the training precess and procedures will be evaluated by INPO evaluation and accreditation renewal teams or by HRC inspectors.
The staff should provide the Coramission with more information on the aeneric expectations or requirements for training personnel responsible for the " operation" of ISFSI's.
