~The Boiling Water Reactors 0wners' Group (BWROG) submitted the referenced
' document for staff review. This submittal proposed functional criteria for post-accident' neutron flux monitoring as an alternative to the Category I reconner.dations specified in Regulatory Guide 1.97.
The NP.C staff has. completed its review of the referenced document.. The encicsed letter dated January P9, 1990 and Safety Evaluation find the BWROG position unacceptable. Therefore, neutron flux monitoring instrumentation that conforms to Regulatory Guide 1.97 and 10 CFR 50.49 must be installed at River Bend Station. The schedule for installation shall comply with License Condition 2.C(14),. Attachment 5, Item 3 of Facility Operating License No.
NPF-47, as modified by Amendment No. 39 to the license.
