REQUALIFICATION PROGRAM EVALUATION
REPORT No. 50-289/89-20(OLRO)

During the weeks of November 6 and 13, 1989, the NRC conducted an
!
evaluation of the requalification program in place at the Three
.
Mile Island Nuclear Station, Unit 1, by administering
examinations to employees of your company who operate TMI-1.
The
evaluation was conducted in accordance with NUREG-1021, Operator
Licensino Examiner Standards, ES-601, " Administration of NRC
Requalification Program Evaluations."
The ovaluation had two
,
purposes:
(1) to evaluate the effectiveness of the lico*1 sed
!
operator reqtaLification training program in maintaining the
competency of the 11consed operators, nni (2) to exanine the
<
individual operators te deternine if t!cy would satisfy the
regu3atory requirement of passing an NRC adminit;tered examination
prior to license renewal.
At the conclusion of the evaluaticn,
.
generic findings that evolved were discussed with those members
of your staff identified in the enclosed report.
As evaluated by the NRC,'all four of the crews passed the
simulctor portion cf the exauination and nineteen of the tventy
operators passed all portions of the examination.
As a result of
.
our evaluation, the requalification program at TMI-1 has been
assigned an overall rating of satisfactory.
The evaluation was
conducted in accordance with the criteria established in NUREG-
1021, as cited above. -The operator who failed the examination
was immediately removed from licensed duties and assigned to an
upgrade training program designed to address the individual
weaknesses identified.
His return to licensed duties may resume
after a natisfactory reexamination by your staff.
In accordance with 10CFR2.790 of the commission's regulations, a
copy of this letter and the enclosure will be placed in the NRC
Public Document Room.
