We received from you a copy of the F.ederal Register notice calling for submission of views by December 26, 1986 with respect to significant changes related to antitrust matters which occurred since the antitrust settlement of September 15, 1980.  !

.Brazos Electric Power. Cooperative, Inc., a co-owner of Comanche 1 Peak since 1979 and a direct beneficiary of'the original antitrust conditions inserted'in the Comanche Peak construction l permits originally issued to TUGCO, DP&L, TP&L, and TESCO, desires that its views be considered by the Commission. However, the comment deadline (even as extended to Monday, December 29, in light of the presidential proclamation establishing December 26 as a federal holiday) falls at an extremely inconvenient time for l

the attorneys involved, in light'of established-Christmas, i e Hannukah, and New Year's vacation plans.- This season has also 1 l- . witnessed significant. developments relating to Comanche' Peak, :l L including TUEC's release of new cost and schedule estimates and '

,the NRC's partial release of a summary of an internal investigation into Region IV's inspection activities.
