Performance (SALP) for Comanche Peak Steam Electric Station (CPSES) Units

1 and 2.-

The SALP Board met on September 19, 1989, to evaluate CPSES

performance for the period _of September 1, 1988, through August 31, 1989.

The perfomance analyses and resulting evaluations are documented in the

enclosed Initial SALP Report.

In accordance with NRC policy, I have reviewed the SALP Board Assessment.

I concur with the ratings. This assessment was conducted in accordance

with NRC Manual Chapter 0516.

My evaluation cf the enclosed report concludes that your performance in all

l

areas over the last year has been generally characterized by strong programs,

i

,

active management involvement, and a dedication to the completion of

l

l

construction ano rework activities and preparation for plant operations are

.

accomplisneo In accoraance with NRC requirements.

Your performance continues

t

to be affectea-by deficiencies in the implementation of your programs; however,

a solid' foundation appears to exist for safe plant operation.

All of the functional areas were evaluated as Category 2.

Common strengths

were staffing and the effectiveness of training and personnel-qualifications.

Common weaknesses were the identification and resolution of technical issues

with regard to operational events and issues affecting the fuel load' schedule.

This indicates an inexperience in ~ confronting issues related to operational

events.

In regard to issues affecting the fuel load schedule, it appears

that your. organization is reacting to schedule pressures and this is affecting

!

the preparation of thorough and in-depth technical evaluation of these issues.

l

Management attention is necessary to correct this reaction, not only as it

relates to the present fuel load schedule, but also as it could relate to-

-

future schedule pressures during recovery from plant trips and startup *

from scheduled and unscheduled plant outages.
