Washington,'D. C. 20555 Subject s : Supplement to the License Amendment Application to Revise the '

18-month Surveillance Interval for Inspection and Operability:  ;

Testing of Reactor Vessel Internals Vent Valves (TAC Number 73384)- ..<

, Gentlement. '

On August;1,;1989, Toledo Edison-(TE) submitted'an application for amendment Eto the Davis-Beste Nuclear Power Station, Unit Number'1: Technical l

. Specifications.(Serial Number 1674) which proposed a revision to Technical Specification'(Ts)-3/4.4.10, Structural-Integrity. "Specifically, this' application preposed revision of the surveillance interval for-inspection and n operability testing of'the Reactor Vessel Internals VentLValves (RVVVs) from '

-"at leastronce por 18 mo'iths during sh'tdown" to "during' shutdown for.

refueling."

J, As a result of TE's' review of the Nuclear Regulatory Coamission's. letter (Leg .

Number 3129) dated December. 27, 1989, and after further evaluation of the

~

. subject application, TE requests that - the proposed- surveillance interval

- change be revised. to "at =least once per 24 months;during. shutdown;" This y

revised wording'is. consistent with an amendment-(Amendment Number 108, dated '

1 September 26, 1988). issued by the Nuclear Regulatory Commission (NRC) to-n o, EFlorida Power Corporation's Crystal' River Unit 3 (CR-3). This wording removes

' from consideration. the " indefinite surveillance interval time period" concern "which the NRC Staff had regarding the previously requested "during shutdown ,

$ . for refueling" surveillance interval. '

.TE's applidation of August 1, 1989, also proposed a footnote to the requested  :

Lo8 surveillance' interval change which stated,-"The provisions of Specification So .4.0.2 are not applicable." In conjunction with the above revision, TE has n ' determined that-this portion of the original request no longer applies and f $a - hereby withdravs it from the application. The applicability of TS 4.0.2 to g this surveillance requirement is also consistent with the aforementioned CR-3 Amendment Number 108.
