Gentlemen:
TV Electric responded to NRC Bulletin 88 05 " Nonconforming Material. Supplied by Piping Supplies, Inc. at Folsom, New Jersey and West Jersey Manufacturing Company at Williamstown, New Jersey" as modified by Supplements 1 and 2, by TXX 89005, dated January 11, 1989 (Reference 1) and TXX 89163, dated March 31, f
1989 (Reference 2).
TV Electric also responded to an NRC request for l;
information on this subject by TXX-90039, dated January 26, 1990 (Reference L.
3).
As committed in TXX-90039. TU Electric has completed the material tests (including chemical tests) of the material heat numbers representing the 12 L
flanges installed in Unit 1. identified as having low hardness test results-l
.(Reference 1).
The applicable heat numbers, material type, pressure rating L
and flange type for these 12 installed flanges as previously provided are:

Heat Number - M551701, 1 1/2" 300f, RFSO Flange, SA-105 3.

The results of the material tests completed by Metallurgical Engineering Services, Inc. are attached and the engineering evaluation thereof is delineated below.

Item 1 - Heat Number 342X This flange does not meet the physical and chemical requirements of SA 105.
This heat number represented one installed flange in Unit 1.
This installed flange was removed and transported to the testing facility for testing and replaced with a ASME acceptable flange.
No material of this heat number is installed in Unit 1 or available in a CPSES warehouse for future installation in Unit 1.
Based on previous stress analysis results (Reference 1) this blind l
flange, considering actual tensile strength of 45,100 pounds per square inch, would have been capable of performing its intended service and design functions.
l Since this material is no longer installed in Unit I no further action is necessary, Item 2 - Heat Number M551701 Item 3 Heat Number B3701 The chemical test results for these heat numbers are satisfactory and the physical test results are slightly low, but are within the magnitude of acceptable variances documented by the AISI Survey published in 1974 (Reference 1).
The attached laboratory test results indicate that the tested material for these heat numbers is the same material as certified by the Manufacturers Certified Material Test Reports (CMTR).
TU Electric has performed the stress analysis for these heat numbers (Reference 1) by using the worst case tensile strength values as shown below.
This analysis demonstrated that these flanges are acceptable for their intended service and design function (Reference 1).
