Dear Mr. Beach:
Arkansas Nuclear One is currently implementing a Perimeter Security Improvement:
Project with a scheduled completion date of December 31, 1989.
In a letter dated-September 6, 1989 (8CAN998992), we notified Region IV that a significant increase to the scope of the project had been made to-accommodate extensive modifications to the central ~and secondary alarm stations (CAS/SAS).- The e
scope increase had been previously discussed with Messrs. Dale Powers and Jim Kelly of your ~ staff.
Initial estimates indicated that the addition of extensive CAS/SAS modifications-to the project would not impact the December 31st completion date.
This was based on receipt of the CAS/SAS consoles in October.
However, the consoles did not arrive on site until late November. Therefore, the CAS/SAS modifications
' re -now scheduled for completion by February 28, 1990, including the integrated a
testing of:the overall perimeter security system, which cannot be performed until installation of the CAS/SAS modification is complete.
Included in the perimeter project is the installation of-an intrusion detection system (IDS).
As a result of testing of the original design of the IDS, the design has been changed to a " stacked" system to provide better coverage and additional microwave units are being installed. These units have been ordered and are scheduled-for delivery late December 1989.
The new units are expected to be installed and included in the integrated testing of the overall project.

' Work on the remaining tasks of the perimeter project is continuing as planneo.
Twejty dhree of.the twenty-five new camera towers are installed
' with the remaining two towers scheduled for delivery in early December.
Installation of the cameras on the towers has begun. Work on the fence and isolation zone is nearing completion. With regard to the emergency cooling-pond, this task is currently being evaluated to determine the best means:
of resolution and will not be addressed as part of the perimeter security improvement project.
Overall, the project is approximately 91% complete.
The schedule extension to February 28, 1990, was required only due to the addition of extensive CAS/SAS modifications to the project and to-the change in the design of the intrusion detection system necessitated.by the results of testing the original design.
