Gentlemen:

p

L

This refers to the inspection conducted by Mr. Nemen M. Tere of this office

,

l

during the period December 11-15, 1989, of activities authorized by NRC

F

Operating License NPF-47 for River Bend Station, and to the discussion of our

i

findings with Mr. William H. Odell, Manager-Administration, and other members

E

of your staff at the conclusion of the inspection.

,

t-

t

Areas examined during the inspection included a review of the operational

!

.

status of the emergency preparedness program. Within these areas, the

2

inspection consisted of selective examination of procedures and representative

,

records, interviews with personnel, and observations by the inspector. The

,

inspection findings are documented in the enclosed inspection report.

"

'

Within the scope of the inspection, no violations or deviations were

identified. Two open items were identified during this inspection. One open

item pertains to the lack of response and operability checks of radiation

detection instruments, the number of dosineters in emergency response

facilities (ERFs), and the habitability criteria used for ERFs. The other

open item pertains to training for emergency response personnel on protective

action recommendation procedures.

!

.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 2 of the enclosed report.

<

t

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.

$

Sincerely,

/5/
