During the weeks,of 0ctober 16, 1989,- and October 23, 1989, the NRC conducted.
'
a.requalification program evaluation at Millstone Unit One. The evaluation wasi
conducted in 'accordance with NUREG-1021, " Operator Licensing Examiner Standards,"
Rev. 5, section ES-601, " Administration of NRC Requalification Program Evalua-1
tions." The' evaluation had two purposes: (1) to evaluate-individual licensed.

operator _ competency; and (2) to evaluate the effectiveness of theilicensed
.

operator training program _At the conclusion of the evaluation,. findings related
.to the preparation _ and administration of the requalification examination were
discussed.with those members of your staff identified in the enclosed report.

As a result'of this evaluation, the Millstone One requalification program has-
~
been determined to be satisfactory. The five crews that participated in the'
examination l performed satisfactorily on the simulator portion of the examina-~
tion. Based on NRC grading,.all five_ reactor. operators examined passed all
"
l portions of-the examination. One- senior reactor operator failed: the- simulator
~
evaluation. The~ remaining fourteen senior reactor operators that were examined
passed all portions of the examination.
You are expected to complete remedial
,;
training for the one senior reactor operator that did not pass-the examination
,,
- as~ graded by the NRC.

Also during the week of October 16, 1989, the NRC administered examinations to:
employees of your company who had applied for licenses to operate Millstene
j
Unit One. At the conclusion of~the examination, your formal comments on-the
j
written examination.were provided and preliminary findings were discussed with
'
those members of your staff identified in the enclosed report.

In accordance with 10 CFR 2.790 of.the: Commission'.s regulations, a copy of
this letter and th'e enclosed report will be placed in the NRC Public Document
