L APPENDIX B NOTICE OF DEVIATION Omaha-Public Power District Docket: 50-285.
Fort Calhoun Station.
Operating License: DPR-40
' A deviation from your commitments to the NRC was identified during the NRC inspection conducted October 23 through November 9,.1989. The deviation involved a failure to validate new and revised emergency operating procedures (EOPs)inaccordancewiththerequirementsoftheFortCalhoun Station' procedure generation package.
In.accordance with the " General Statement of Policy for NRC Enforcement Actions," Title 10 of the Code of FederalRegulations(10CFR)Part2,AppendixC(1989)(EnforcementPolicy),
the deviation is listed below:
In a letter dated March 1,1985, the licensee comitted to upgrade-existing (and revised E0Ps in accordance with a procedure generation, package PGP). Part 5 of this PGP requires that E0Ps be initially validated in the control room mockup facility.
l Contrary to.the above, the E0P validation process did not include use'of the control room mockup facility.

Omaha Public Power District is hereby requested to submit a written statement to this office, within 30 days of the date of the letter transmitting this notice,includingforeachdeviation(1)thereasonforthedeviation,if admitted;(2)thecorrectivestepsthathavebeentakenandtheresults achieved; (3) the' corrective steps that will be taken to avoid further deviations; and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
