RELIEF REQUEST FROM THE INSERVICE TESTING PROGRAM FOR PUMPS AND VALVES (TACNO.75027) l By letter dated September 26, 1989, Detroit Edison Company (DECO) requested c

relief from AStdE Boiler and Pressure Vessel Code,Section XI, 1980 Edition, Winter Addendum 1981. The request specifically requested relief from the e

exercising frequency requirements of Section'XI, Paragraph IWV-3522, for check valves E11-F408 and E11-F409.

The NRC staff has reviewed the Deco request for relicf and. finds it acceptable as set forth in the enclosed Safety Evaluation.

In accordance with Technical Specification 4.0.5, written relief must be obtained from the Counission pursuant to 10 CFR 50.55a(g)(6)(1), for deviations from Section XI of the ASME Code. The staff's evaluation has determined that the code requirements for the specified testing are impractical, and the granting of the relief is authorized by law, will not endanger life or property j

-or the common defense and security, and is otherwise in the public interest; giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility. Accordingly, relief is granted from the requirements of ASME Code,Section XI,1990 Edition, Winter 1981 Addendum, Subsection'IWV, Article IWV-3522 Paragraph 3522 for check valves E11-F408 and E11-F409.
