SEQUOYAH NUCLEAR PLANT (SQN) - PHYSICAL SECURITY / CONTINGENCY PLAN (PS/CP),.

REVISION 23 TVA is submitting, pursuant to 10 CFR 50.54(p), a change to the. Physical Security Plan for SQN to allow the granting of temporary unescorted access pending completion of a full- background investigation. A description of the plan changes, replacement pages, and instructions for' updati_ng NRC's copies' of SQN's Physical Security Plan (controlled documents 6-11) is enclosed.  :

Section 50.54(p)(2) authorizes licensees to make changes to their Physical Security Plans without prior NRC approval if the changes do not decrease the safeguards effectiveness of the plan. The changes now being implemented do ,

not decrease the safeguards effectiveness of SQN's. Physical Security Plan. By-letter dated-November 1,1989, NRC was notified of changes to the Physical Security Plan for TVA's Browns Ferry Nuclear Plant which would- allow the granting of temporary unescorted access. In a letter dated January 5, 1990, NRC indicated that these changes to the Browns Ferry plan are consistent with the provisions of 10 CFR 50.54(p) and acceptable for inclusion in- the plan.

As discussed with members of the NRC staff on January 24 and 25',1990, these

! changes to the SQN Physical Security Plan are prompted by difficulties.TVA has encountered in clearing persons for unescorted access and concurrently meeting the requirements of NRC's Fitness for Outy rule, 10 CFR Part 26. By instituting temporary unescorted access authorization,.TVA will. be able to utilize'the provision in Section 26.27(a) which states that' temporary access .

.5 provisions are not affected by Part 26, provided a prospective' worker passes a-J8 chemical test conducted according to the requirements of Section 26.24(a)(1).

88 suitable inquiry of a prospective worker's previous employers dating back five p years will be performed in connection with the granting of permanent N unescorted access authorization and will be completed within 18,0' days of 8E granting temporary access.
