SEQUOYAH NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION (TS) CHANGE 90 . DIESEL GENERATOR ACTION REQUIREMENTS ,

In accordance with 10 CFR 50.90, we are enclosing a requested amendment to licenses DPR-77 and DPR-79 to change the TSs of.SQN Units 1 and 2. The proposed change revises Action Statement a of Limiting Condition for Operation (LCO) 3.8.1.1 to allow operation to continue with diesel generator Set (s) 1A-A and/or 2A-A or 18-B and/or 2B-B inoperable provided all four diesel generator sets are returned to operable status within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. This change provides '

consistency with other action statements for loss of a train of safety equipment.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3. i TVA is presently performing maintenance / repairs (duration approximately 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />) on the essential raw cooling water (ERCH) strainers at SQN. ,

Maintenance on the ERCH strainers requires isolation of the associated headers and entry into a 72-hour action statement. This action statement provides sufficient time to complete the work on the Unit 2 strainers. However, as ,

discussed in Enclosure 2, the Unit 1 ERCH headers supply primary cooling water

-to the four emergency diesel generators. Therefore, under present TSs, isolation of either of the Unit i headers would render two diesel generators inoperable and require both SQN units to enter a seven-hour action statement ,

' required by LC0 3.0.3.

'The maintenance / repair of the Unit 1 ERCH strainers is scheduled to begin on '

January 19, 1990, based on both environmental conditions (temperature of the ultimate heat sink) and impact on the refueling outage scheduled to begin in March 1990. TVA has evaluated several options to maintain the diesel generators operable during the Unit 1 ERCH strainer maintenance. Each of these options would require significant amount of engineering work and physical plant modifications. TVA believes that pursuit of these options is not a prudent expenditure of resources. Therefore, TVA requests that this TS 003o change be processed on an exigent basis to allow the Unit 1 ERCH strainer maintenance / repair to begin on January 19, 1990, kj Please note that TVA.'s Nuclear Safety Review Board is performing its review of this proposed change in parallel with NRC's review.
