This letter refers to the special safety. inspection conducted by Mr. R. Mathew
of this office on January 5,1990 at the Philadelphia Electric Company
Headquarters, of activities authorized by NRC License No. NPF-39 and to the
discussions of our findings held by Mr. Mathew on January 17, 1990 with
Mr. R. Krich of your staff at the conclusion of the inspection. .The inspection

was conducted to review potential violations of fire protection requirements of
These deficiencies were identified by your staff and documented
in LERs. These deficiencies were reviewed by the NRC during inspection
50-352/89-12 dated July 28, 1989 and identified as potential enforcement issues.
Based on the current inspection, the NRC determined that two of these previous
self identified issues are potential violations of your license condition for
the safe shutdown capability of the plant in the event of a fire. We are
considering the potential violations for appropriate enforcement action and
will schedule an enforceme .t conference with you in the near future. At the
enforcement conference you should be prepared to discuss the cause and safety
significance of the potential violations, the correctiva actions taken, and any
aggravating or mitigating factors regarding these items.
Enforcement action
for these potential violations will be handled by separate correspondence at a
later date.
In accordance with Section 2.790 of the NRC's " Rules of Practice," ? art.2
Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
