Response to NRC Bulletin 89-03 Gentlemen NRC Bulletin 89-03 requests that licensees take appropriate actions to ensure that adequate shutdown margin is maintained during refueling i
operations.
This letter provides information regarding the actions New Hampshire Yankee (NHY) planc to implement at Seabrook Station Unit 1 in response to the requests of the Bulletin.
Seabrook Station refueling procedures are scheduled to be prepared during the first operating cycle of Seabrook Station Unit 1.
In preparing these refueling procedures NHY will evaluate various refueling methods includin8 full core off-load. The method to be implemented by refueling procedures will be selected considering the results of the above evaluation.

New Hampshire Yankee has received from Westinghouse Electric Corporation core loading guidelines applicable to a full core off-load at Seabrook Station. These guidelines define permissible intermediate fuel assembly configurations and specify other requirements to ensure that adequate shutdown margin is maintained during refueling. These guidelines are consistent with current. Technical Specifications requirements applicable to refueling operations, such as the requirement to maintain a minimum L
refueling boron concentration.
Seabrook Station refueling procedures will l:
limit intermediate fuel assembly configurations to those that are permitted by_the Westinghouse core loading guidelines or those that are specifically evaluated to maintain the refueling shutdown margin defined by Technical Specifications.

This training will review the fundamental aspects of refueling sub-critically control, emphasize the impact on core reactivity of any planned intermediate fuel assembly configurations, and reinforce the need for procedure adherence.
This training will be completed prior to commencement of the
