REQUEST FOR INCREASE OF ANO-2 FUEL R0D BURNUP LIMIT l

(AP&L) submitted to the On July 20, 1989, ArkansasPowerandLightCompany(CE)reportCEN-?B6-Pwhich NRC a request to review a Combustiun Engineering supports the raising of the fuel pin burnup limit to 60 MWD /Kg foi Arkansas Nuclear One, Unit 2.

Currently the unit has an approved limit of 62 MWD /Kg

. based on NRC approval of a 1984 CE report.

In the submittel it was also noted that the current limit was prejected to be-exceeded several months before the end of the regular 18 month fuel cycle.

Therefcre, AP&L requested that an NRC decision on approval be provided by January 1990 to provide sufficient time to order fuel in the event the new higher limit-was not acceptable to the NRC.

f In late October of 1989, the NRR project manager, C. Poslusny discussed with D. James of your staff that progress on the review of the CE report had been slow..It.was egreed hcwever that a prelininary review of the report would be conducted by one of HRC'.s contractors and that verbal feedback would be provided to AP&L by the r.iddle of January 1990 as to the general adequacy of the report and the identification of any apparent problems which may impact the acceptability of the new burnup limit.

On January 3 1990, a conference call was held between NRR, CE, and AP&L staff todiscusshighlightsofthe.CEN-386-PreporttofacilitateNRC'sunderstanding of the similarities between the previous and current analyses.

Specifically, of the 21 standard topics included in the two CE reports, 15 of them remain essentially unchanged from the 1984 report. The 6 sections which are changed in the latest report reflect revisions based on the addition of more current data.

.r Our contractor has completed a areliminary review of the CE report and has not identified any major problems wTich would appear to impact the acceptability of _

the projected burnup for the current fuel cycle (55.9 MWD /Kg) for ANO-2 at this time. However, this is a preliminary finding and any AP&L actions which depend l\\
