The U.S. Nuclear _ Pegulatory Commission recently received an allegation (AMS No. R111-89-A-0120) concerning security activities at your LaSalle Station. We have concluded that the allegation-does not provide sufficient.

details or bases to indicate a potential safety concern-exists.. We are providing the following details of this' allegation to you for your information.

No response is required; however, should you determine that the allegation is substantiated and has safety significance, please notify ~the Region.of this-information.

The allegation concerns low morale of the guard force and' alleged performance problems stemming from this low morale.

Details of the allegation are enclosed.

The enclosure to-this letter should.be controlled and distribution limited to personnel with a "need to know" until your investigation of the allegation has been completed.

The enclosure ~ to this letter is-considered Exempt from Public Disclosure in accordance with Title 10. Code of Federal Regulations,.

Part'2.790(a). However, a copy of this' letter, excluding the enclosure, will be placed in the NRC Public Document Room.

Any response that may result from this letter will not be subject to the clearance procedures of'the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
