This is to acknowledge receipt of your letter of November 23, 1989, which transmitted changes to the Byron Nuclear Generating Station Emergency Plan (GSEP) Annex, specifically Revision 3d, This revision included a partial revision to. the Byron Emergency Action Levels (EALs) in Table BYA 5-1, Condition 6, Page BYA 5-1.17.
We have reviewed these EAL changes which relate to river levels combined with related operations equipment.
From information received from the Byron Emergency Preparedness Coordinator, we have learned that.these changes were made to be. consistent with related Technical Specifications changes which were previously approved by NRC, Based on these changes and noting that the EAL changes are.in the Unusual Event and Alert categories and now more explicit i
and objective, the changes are acceptable. We have no further questions about l
these changes.
.In accordance with 10.CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Document Room.
