SUMMARY
Scope:
This routine, announced inspection evaluated the licensee's nuclear material control and accounting program performance in the areas of measurement systems and-licensee actions on previous inspection findings.
Results:
No. violations.or deviations were identified in the areas inspected. -The
~-facility SGS NDA measurement system was performing accountability measurements using calibrations which. were based upon the use of approved reference standards.
The licensee followed their approved FNMC plan and
, operating procedures requirements and.used trained and qualified personnel to perform accountability measurements as required. The inspector ~was unable j
to determine that the system could reliably substantiate the quantities of lL element and isotope measured and was unable to affirm that the measurement system was capable of performing acceptable accountability measurements of SNM contained in scrap / waste materials.
The inspector discussed the SGS measurement system operations and inspection conclusions with
- NMSS, Headquarters who will provide the licensee with additional guidance for acceptable' performance of measurements and controls of non-key measurement
