VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA-POWER STATION UNIT 1 PROPOSED TECHNICAL SPECIFICATION ' CH ANGE

'In a letter dated November 1,1989, the Virginia Electric and Power Company r64uested an amendm9nt, in the form of a change to the Technical Specifications, to Operating Licensing Number NFP 4 for North Anna Unit 1. The proposed change to Technical Specification 3/4.7.10 would have allowed Virginia Electric and Power Company to conduct visual inspections of inaccessible snubbers at the next scheduled refueling outage instead of requiring the unit to shutdown to perform this Inspection in February 1990.

On December 5,1989, North Anna Unit 1 experienced an unanticipated shutdown and was placed in Mode 5 (Cold _ Shutdown). Since the opportunity to inspect the inaccessible snubbers was available during this unplanned shutdown, Virginia -

Electric and Power Company was able to complete the required visual inspection of inaccessible snubbers within the current surveillance interval.

Therefore, Virginia Electric and Power Company withdraws the proposed change to Technical Specification 3/4.7.10 which was requested in the November 1 letter.
