PROPOSED IMPOSITION OF CIVIL PENALTY - $25,000 This is to inform the Comission that a Notice of Violation and Proposed i
Imposition of Civil Penalty in the amount of $25,000 will be issued on or about January 22, 1990 to GPU Nuclear Corporation.
This action is based l
o on the licensee's failure to take correctivy action for a misaligned DC l
control power breaker despite the fact that the condition was identified by plant personnel on a number of occasions. The escalation end mitigation factors of the Enforcement Policy were considered and the civil penalty in this case has been mitigated 50% in recognition of the licensee's comprehensive corrective actions to improve the plant's corrective action program.
It should be noted that the liccusee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:
l Mailing of Notice January 22, 1990 Telephone Notification of Licensee January 22, 1990 The State of New Jersey will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
