We are responding specifically to your letter dated 29 November 1989, as well as the communication to your office from James M. Taylor, Acting Executive Officer of the Nuclear Regulatory Commission (dated 9 November 1989).

We enclose a December 8, 1989 Fort Worth Star Telegram' article that discusses our December 7th meeting before Chris Grimes, Jim Lyons, Horace Livermore, and Bob Warnick. Citizens for Fair Utility Regulation spent the entire day detailing allegations ve believe make Comanche Peak unsuitable for safe load of nuclear fuel. A

Mr. Taylor's remhrks to your office gloss over serious problems that are probably impossible to solve with any certainty in a reasonable period of time. Kapton wiring remains throughout the plant. Over a million inadequate fasteners are in place in count-less, unknown places. Misapplied welds and falsification =of work performance records have been identified by the Nuclear Regulatory Commission; however, the welding procedures and terrible safety attitudes of Flour-Daniels, the contractor, indicate that thousands of poorly performed welds exist everywhere in the plant. These problems and more are discussed in our December 7, 1989 meeting with the N.R.C. I am writi,ng to ask that you continue your efforts toward ensuring those of us who live near Comanche Peak wil1~not fall victim to the radioactive contaminations of this now nearly eleven-billion-dollar construction boondoggle .

Texas Utilities will soon request reinspection _in order-to obtain a license to load fuel.' We ask again that.the already admitted-and yet open allegations be thoroughlv-investigated and remedied before
