l review.and-approval.in accordance with 10CFR50, Appendix H.

This revision, with errata provided by the January 10, 1990 letter, incorporated into the program surveillance: specimens of weld material with high copper contents for-i Westinghouse designed plants' fabricated by Babcock and Wilcox Nuclear Servien

The withdrawal schedule for-several surveillance capsules was p

also revised'to an earlier time than presented in BAW-1543A due to the P

capsules having received;their End of Life (E0L)' fluence.

The expected EOL

fluence has dropped to that fluence presently received by the capsules due to the implementation of " Low Leakage" core configurations. Additionally, it is planned to install four new capsules at DBNPS during the sixth refueling l

outage.- These capsules have been defined in BAW-1543, Revision 3, Table 3-20 0

0n December 19, 1989, a telephone. discussion between BWHS personnel and Mr.:B. J. Elliot, NRC/ Nuclear Reactor Regulation Materials Engineering Branch, was conducted regarding the NRC review schedule of BAW-1543,' Revision 3.

- Based-on this' discussion, it was determined that the.NRC would not complete

- its review of BAW-1543, Revision 3 prior to the start of the'DBNPS sixth refueling outage presently' scheduled.for February 1, 1990.

However, it was 3,

determined'a conditional approval for the insertion and withdrawal schedule cited'in the topical. report could be granted-to accommodate the DBNPS schedule. -Therefore, Toledo Edison herewith requests your approval of the

-insertion and withdrawal schedule-(Table 3-20 of BAW-1543, Revision 3 through and including the "End of Sixth Fuel Cycle" insertion and withdrawal plans),
