This refers.to the routine safety inspection conducted by R. Lanksbury

and R. Kopriva of this office on October 24 through December 7, 1989,

of activities at LaSalle County Station, Units 1 and 2, authorized by

Operating Licenses No. NPF-11'and No. NPF-18 and to the. discussion of

our findin0s with Mr. G. Diederich at the conclusion of the inspection.

The enclosed copy of our inspection report-: identified areas examined

during the inspection. Within these. areas, the inspection. consisted

of a selective examination of procedures ~and representative records,

observations, and interviews with personnel.

During this inspection, certain of your activities appeared to be in

violation of NRC requirements, as described in the enclosed Notice.

A written response is required. We identified one violation which

'

consisted of six recent examples where employees have failed to adhere

to. procedures. These examples originate from various organizations

on-site demonstrating a widespread failure to meet this regulatory

requirement. Consequently, your res)onse should address this : issue -

l

on a. programatic basis. Should~suci violations continue to occur,

the NRC may consider additional actions.

In accordance with 10 CFR 2.790 of the Comission's regulations, a copy

of this letter, the enclosures, and your' response to this letter will

i

be placed in the NRC's Public Document Room.

The responses directed by this letter (and the accompanying Notice)

are not subject to the clearance procedures of the Office of Management

and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
