Gentlemen:

This refers to the special safety inspection conducted by Mr. R. Hasse and

Ms. P. Rescheske of this office on December 18, 1989, through January 3, 1990,

of activities at Byron Nuclear Plant, Units 1 and 2, authorized by NRC Operating

Licenses No. NPF-37 and No. NPF-66 and to the discussion of our findings with

Mr. G. Schwartz and others of your staff at the conclusion of the inspection.

The purpose of this inspection was to determine if any Byron specific concerns

existed relating to your Emergency Operating Procedures (EOPs). A previous

E0P inspection at Braidwood had addressed those issues generic to both sites,

which were described in Inspection Reports No. 50-456/89011(DRS); and

50-457/89011(DRS).

The enclosed copy of our inspection resort identifies areas examined during

the inspection. Within these areas, tie inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No concerns were identified during this inspection that did not fall within

the generic concerns identified during the Braidwood inspection. Also we were

pleased that the programmatic aspects of the verification and validation

issues identified during the Braidwood inspection had been addressed.

to be comended for this timely action.

No violations of NRC requirements were identified during the course of this

inspection.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC-
