50-328 SEQUOYAH NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION (TS) CHANGE 90-05 In accordance with 10 CFR 50.90, we are enclosing a requested amendment to i

licenses OPR-77 and DPR-79 to change the TSs of SQN Units 1 and 2.

The proposed change revises Surveillance Requirement (SR) 4.6.5.1.b.2 to extend the current li-month ice weighing interval to 18 months.

In addition TVA is proposing to lower the minimum TS ice-basket weight from 1,200 pounds to 1,155 pounds. This would reduce the overall ice weight from 2,333,100 pounds to 2,245,320 pounds. An-associated 12-month SR for ice condenser inlet doors (SR 4.6.5.3.1.b) is also being extended to coincide with the proposed 18-month interval for weighing ice.

The proposed TS change is identified in Enclosure 1.

The justification for the proposed TS change is provided in Enclosure 2.

A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.

The revised containment analysis supporting this TS change is provided in Enclosure 4.

NRC issuance of the proposed change is requested by March 1, 1990, to preclude a Unit 2 ice weighing outage currently scheduled for March 5, 1990.
