Gentlemen:
This refers to the inspection conducted by Messrs. E, J. Ford and W. B. Jones
of this office during the period November 1-30, 1989, of activities-authorized-
by NRC Operating License NPF-47 for River Bend Station, and to the discussion
of our findings with you and other members of your staff at the conclusion of
the inspection,

Areas examined during the inspection included operational safety, followup of
events, maintenance, surveillance, service water system, and followup of
Within these areas. the. inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
observations by:the NRC inspectors. The inspection findings are documented in
the enclosed inspection report.

During this inspection, it was found that certain of your activities were in
violation of NRC requirements. Consequently, you are required to respond to
this violation, in writing, in accordance with thE provisions. of Section.2.201 -
of the NRC's " Rules of Practice," Part 2 Title 10, Code of Federal.

In addition, it was found that while certair, other activities were in violation
of NRC requirsments, you had identified.the problems and were taking.
appropriate corrective actions within a reasonable period of time. Because the
NRC wants to encourage and support licensee initiative for self-identification
and correction of problems, a Notice of Violation will not be issued on this
item. This action is being taken in accordance with Appendix C, paragraph
