King of Prussia, PA 19406 Gentlemen Cannon University, Erie Pennsylvania, hereby makes application for renewal of Special Nuclear Material License Number SNM-920.

The following information is submitted in fulfillment of the requirements of Title 10, code of Federal Regulations, Part 70, Section 70.33.

1.

Gannon University is a four year institution of higher learning chartered by.the State of Pennsylvania. The principal office of Gannon University is located at University Square, Erie, Pennsylvania, 16541. The principal officers of Gannon University ares l

President:

M. Daniel Henry, Ph.D.

L University Square p

Erie, PA 16541 Vice President for Business Affairs:

J. Kevin Quinn l.

University Square h

Erie, PA 16541 Both of the above officers are United States citizens. There is j

no control or ownership exercised over the applicant by any l

alien, foreign corporation or foreign government.

2.

The neutron source is for use in the university's physics laboratories, located in the Zurn Science Building on Vest 7th Street between Teach and Sassafras Streets. The material is used I

in the education and training of students.

Specific applications include the production of short-lived isotopes, the measurement i

of neutron flux, deuteron binding energy measurements, and activation analysis.

3.

The license is requested for a five (5) year period.

4.

The material consists of 32 grams of plutonium encapsulated as a 2 curie Pu-Be neutron source. The source was obtained as serial No. 320B85 from Nuclear Materials and Equipment Corporation.

Apollo, Pennsylvania.

5.

The nuclear physics program is conducted by Paul Griesacker, of the physics department of Gannon University.

Dr. Griesacker vill have responsibilities for radiation safety.

The qualifications of Paul Griesacker are given in paragraph 6 of our application for renewal of License NO. SNM-920, of June 10, 1968.

6.

The neutron source is housed in a neutron howitzer manufactured by Nuclear Materials and Equipment Corporation of Apollo, I

Pennsylvania and known as their Neutron-Pac HKl. Dimensional drawings of this paraffin filled howitzer are on file with the Atomic Energy Commission. Calculations for the maximum neutron flux on the surface of the container are i

The following survey instrumentation is available:

.5, 5, 50 MR/HR SU-21 Calibration checks on these instruments are made quarterly, using standard sources.

Bendix disimeters, both of the gamma and neutron sensitive type, are used for personnel monitoring whenever experimentation involves proximity to the neutron source.

The source vill be stored in the aforementioned Numec MK1 howitzer.

The single entrance to all ports is secured by a lock.

The keys to this lock are'available only to the Radiation Officer, to prevent unsupervised access to the neutron source.

Manipulation of the source is accomplished only by the use of a gripping handling rod of at least one meter in length. The source is removed only for leak testing by the Radiation Officer.

During a leak-test, exposure time does not exceed five minutes.

Surveys of the area surrounding the howitzer are made and recorded quarterly. Necessary posting is maintained.

Both gamma and neutron dosimeters are required for all personnel when working near the neutron source or other sources of radiation.

When in use, daily readings are made and recorded from these dosimeters.

The encapsulated neutron source vill be leak tested quarterly using the vipe technique as outlined in paragraph 7 of our original application for a Special Nuclear Materials License of July, 1965 (cf. application for License No. SNM-920).

Sincerely, ff.
