In a' letter dated November 2, 1989 the NRC provided Carolina Power & Light' Company with the results of the Staff's evaluation of the. Brunswick Detailed Control Room Design Review (DCRDR) and the-results of the post-implementation audit of the Brunswick Safety. Parameter Display System (SPDS).

This letter also requested CP&L to (1)1 address corrective actions for three EOP instrumentation human engineering discrepancies (HEDs) and. (2) provide a-description of the results of the disposition of the 206X-2106 "joyLstick zoning" HED along with schedule for implementing any associated corrective actions.

Carolina Power & Light Company plans to correct the three EOF

instrumentation HEDs (206X-5092, 5093, and 5094) as proposed in Revision:1 to-the Brunswick DCRDR Final Summary Report, dated June 23,.1987 (NLS-87-123).

Modifications will be performed to add the appropriate instrumentation in the Control Room.

These modifications are scheduled'to be completed by the end of Reload 7:for-Brunswick-1 (currently scheduled to begin June 1990) and by the end of Reload 9-for Brunswick-2 (currently scheduled to begin May 1991).

-The Company has evaluated HED 206X-2106 and has determined that the disposition stated-in Revision 1 to the Brunswick DCRDR Final Summary Report is correct.

The joy stick zoning will be modified by separating the acknowledge and test function into acknowledgement zones where annunciators can only be acknowledged, reset, and tested by adjacent annunciator control stations at the associated panel.

The ability to silence an annunciator from any station will be maintained. 'These modifications will be completed by the end of Reload 8 for Brunswick-1 (currently scheduled to begin February 1992) and by the end of Reload 9 for Brunswick-2 (currently scheduled to begin May 1991).

.7 As a result of the postuimplementation audit of the Brunswick SPDS, the Staff concluded that the Brunswick-SPDS program does

=not. meet certain criteria of NUREG-0737, Supplement 1 and stated

-that this will remain open until the Brunswick SPDS is certified.

In our July 11, 1989 response to Generic Letter 89-06 (NLS-8 9-202), CP&L discussed the need to modify certain SPDS-capabilities in order to fully. meet the requirements of NUREG-0737, Supplement 1.

As committed to in this response, theseLmodifications are scheduled for completion by December 31, 1990.

Following the NRC audit of the Brunswick SPDS,-the Company contracted Eigen Engineering, Inc. to conduct an independent assessment-of the Brunswick SPDS to NSAC 39 guidelines.

This will1 ensure that the Brunswick SPDS fully complies with regulatory requirements.

Deficiencies which may be identified in this effort will be assessed for impact on the completion schedule for the SPDS upgrade.
