< proposed rule entitled " Credit Checks -' Expanded Personnel Security

Investigative Coverage (54-FR 38863)."-- The proposed rule would amend the-NRC'sl regulations'to.(1)~ expand the' investigative scope for-licensee "R" special nuclear material access authorization and'"L" security clearance applicants by adding a credit check; and (2) revise the corresponding fee-

~ schedules to recover the additional cost'of each credit check. The staff 1 believes this amendment _is important to identify those individuals who have

, serious financial difficulties and are, therefore, more susceptible to blackmail coercion-or pressure which could result in a compromise of the Lnational' security.

The-comment period for this pro >osed rule expired on November 21, 1989. The LNRC received four comments on tie rule including the letter from Mr. LaPlante.

I am responding to'your letter of November 27, 1989, to the Nuclear Regulatory

-Commission. (NRC) in which you requested information regarding the concerns expressed by Mr. Dave LaPlanto in a letter to the NRC dated November 15, 1989. Mr. LaPlante's letter was submitted to the NRC as a comment on the

proposed rule entitled " Credit' Checks - Expanded Personnel Security

. Investigative Coverage (54 FR 38863)." The proposed rule would amend the NRC's regulations to (1) expand the investigative scope for licensee "R"

'special nuclear material access authorization and "L" security clearance applicants by adding-a credit check; and (2) revise the corresponding fee schedules to recover the additional cost of each credit check.
