e Th'e purpose of this letter is to forward the synopsis of the NRC Office i'
of Investigations (01) Report 3-85-009 which was conducted from April 1985 through July 1989,-involving the alleged hiring of unqualified employees and the alleged' willful destruction of documents at the Clinton Power Station.
The OI report did not substantiate that either Illinois Power (IP) Company or..
' its contractor (Baldwin Associates) intentionally hired unqualified employees
.or intentionally destroyed employment interview "worksheets".
The'01 report
-concluded that three of the four individuals submitting false employment
~
. application-information were actually qualified to occupy the positions for which the^ individuals were subsequently hired. The fourth individual who was terminated was not qualified for his position:at:Clinton and he apparently manufactured a false letter in an attempt to verify the level of education he achieved.
Our review of-.0I Report 3-85-009 has'been completed, and we concur with the investigator's conclusions.
No wrongdoing was substantiated on the part of IF i
. or.its contractor, and given the age of this matter and the position of the individual. involved, therefore no further action is required by IP.
In accordance with 10 CFR 2.790 of the Commission's Regulation, a copy of 1
this -letter,with enclosure will be placed in the NRC Public Document Room.

f SYNOPSIS On April.11, 1985, the NRC Region ~ III Administrator requested an investigation.to' determine if Baldwin Associates (BA) employees. intentionally hired unqualified employees at the Clinton Power.. Station (Clinton),.Clinton,.
illlinois.--His concerns focused on the falsification of resumes and'the t
. destruction:of records.
BA was a contractor for the licensee, Illinois b
_ Power Company (IP).
'A newspaper article in the-March 23, 1985, Decatur, Illinois, newspaper,
- The Decatur Herald and Review, reported that a former BA employee was-filing g
.an $11-million lawsuit against BA and IP for being fired for falsifying his F
employment records:(resume).
The newspaper article also said that the lawsuit
[
claimed:that BA intentionally-hired unqualified inspectors.
Based on the newspape'r' article, an inspection of employment records was conducted.by the~ NRC Senior Resident Inspector at Clinton. The inspection disclosed that in 1984-BA conducted a reverification of the education /
experience-. history of BA Quality Assurance (QA) employees.
This reverificationsresulted in the finding that four BA:QA employees had submitted false.information on their resumes when they applied for positions at 1
Clinton.- Three of the employees, when confronted with the falsified-resumes, voluntarily, resigned their positions at Clinton.
The fourth employee refused to resign and was terminated:from his aosition by BA.
Three of the: BA:QA employees claimed that during their interview at' Clinton BA

l management personnel directed them to submit false resumes.
The-investigation
':did not substantiate that two of the employees were directed to submit false i
resumes by BA~ management, and the employee who filed the; lawsuit was not J
< directed by BA management to submit a false resume. -The fourth BA:QA employee
= admitted he!had submitted the false resume of his own volition.
a The_ investigation found that the three employees who voluntarily resigned had submitted resumes with' false educational information, but were qualified for.
their'QA~ positions.
The employee'who was terminated was not qualified for his.
position at Clinton and appears to have manufactured a false letter from a
. Government agency in an attempt to verify an educational degree.
The investigation could not substantiate that BA managers in the Personnel
- Department intentionally destroyed interview worksheets in order to conceal
,which managers had conducted the interviews. A BA Personnel Department
- manager claimed that' the worksheets were purged from the files because the worksheets contained information that may have been in violation of Federal j
discrimination laws.
