This refers to the routine resident inspectors' safety inspection conducted

by Messrs. R. L. Higgins, J. M.' Shine, D. E. Jones, R. D. Lanksbury,
C. G. Miller, and R. Bocanegra of this office, from November 5, through -
December 16, 1989, of activities at. Quad Cities Nuclear Power Station,
Units 1 and 2, authorized by NRC Operating Licenses No. DPR-29.and '
No. DPR-30, and to the discussion of our findings with Mr. R. L. Bax at

the conclusion of the inspection.
The enclosed copy of our inspection re) ort identifies areas examined during-

the inspection. Within these areas, tie inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in' violation
