RELIEF REQUEST FOR TESTING OF REACTOR HEAD VENT VALVES, SOUTH i
TEXAS. PROJECT, UNITS 1 AND 2 (TAC NOS. 75174 AND 75175)
By letter dated October 19, 1989 (ST-HL-AE-3245), Houston Lighting & Power Company (HL&P) requested relief from the requirement to test the reactor head vent valves at quarterly intervals.
Instead, HL&P proposed that the valves be exercised each cold shutdown not to exceed once every three mcnths.
After considering the request, we have concluded that a relief request is not required.
In particular IWV 3412(a) of Section XI of the ASHE code permits fullstrokeexercisingofvalvesduringcoldshutdownifsuchtestingisnot practical during plant operation. Documentation of the change to your Inservice Testing Program may be done through the use of a " cold shutdown justification" which will then become part of the program.
We plan no further action on your request of October 19, 1989.
