A routine safety inspection of your annual emergency preparedness exercise was-

conducted by Mr. D. Vito and others of this office on November 27-29, 1989 at

. the Yankee Nuclear Power Station, Rowe, Massachusetts. Discussions of our

-findings were presented by Mr. Vito to your staff at the conclusion of. the

'

inspection.

Areas examined during this inspection included observation of the annual

exercise and follow-up of. findings identified during previous emergency

.

. preparedness inspections and exercises as described in the NRC Region I

.!'

Inspection Report which is enclosed with this letter. .Within these. areas, the

inspection consisted of selected examination of procedures and representative

j

records, interviews with personnel and observation -of the emergency. exercise

.by team members'.

,

Within the scope of this inspection, no violations or deviations were

identified. -However, we' direct your attention to a concern regarding a

recurring exercise weakness which was identified with regard to the flow of

plant status and radiological assessment information both within and among the.

l Emergency Response Facilities.

Your efforts to resolve this issue will be a

focus of future routine inspections.of your Emergency Pre)aredness Program.

The exercise-weakness notwithstanding, the NRC exercise caservation team.

determined that your emergency response actions during the exercise

demonstrated the ability to provide adequate protective measures for the

health and' safety of the public.
