Messrs. D.. V. Pickett and H. G. Ashar of the Office of Nuclear Reactor

Regulation, during the period November 13-17, 1989. These inspections

. pertained to activities authorized by NRC Operating License No. NPF-42 for the

Wolf Creek Generating Station, and our findings were discussed with Mr. R.

M. Grant and other members of your staff at the conclusion of the inspection.-

' Areas examined during the inspection included plant status, operational safety

- verification, monthly maintenance observation, monthly surveillance observation,

preparation for refueling, performance of a complex surveillance, followup of a

,

.previously identified NRC item, and onsite followup of written reports of

nonroutine events at power reactor facilities. Within these areas, the

inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the NRC inspectors.

The inspection' findings are documented in the enclosed inspection report.

Ddring this inspection, it was found that certain of-your activities-were in

violation of NRC requirements. However, this violation is not being cited

because the criteria specified in Section V.G. of the Enforcement Policy, were

satisfied as described in-paragraph 4 ~of the enclosed inspection report. One

unresolved item also is identified in paragraph 4 of the enclosed inspection

report.
