Oyster Creek Nuclear Generating Station License No.
DPR-16 During an inspection conducted October 8 - November 4, 1989, and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, 53 Fed. Reg. 40019 (October 13,1988),the following violation was identified:
Technical Specification 6.8.1 requires, in part, that written procedures be established, 1mplemented and maintained that meet or exceed the requirements of Regulatory Guide 1.33, Revision 2.
Regulatory Guide 1.33, Revision 2, specifies that equipment control activities be covered by written procedures and endorses ANSI 18.7-1976, Section 5.2.2, which requires procedures De followed.
Station Procedure 108, " Equipment Control", provides the instructions, guidclines and documentation for the installation and removal of leads controlled by a temporary variation.
Contrary to the above, electrical leads controlled by a temporary variation were installed and removed on September 21 and September 22, 1989, without adhering to the required instructions and guidelines and without the required documentation spccified in Station Procedure 108.
This violation is Severity Level IV (Supplement IV).
Pursuant to the provisions of 10 CFR 2.201, GPU Nuclear Corporation is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
